PURPOSE OF THE CALIFORNIA DEPENDENCY SYSTEM 

The objective of California Dependency System is to provide for the protection and safety of every child under the jurisdiction of the Juvenile Court and to preserve and strengthen the family ties whenever possible, removing children from the custody of their parents only when necessary for the welfare and safety of the child.  If the Juvenile Judge removes of a child from their Parents, reunification of the child with their family shall be a primary objective.  (Welfare & Institutions Code section 202)
